Article 17. The State Council and local people’s governments at or above the county level should include the development of the tourism industry into the national economic and social development plan.

State Council, governments of provinces, autonomous regions, municipalities directly under the Central People’s Government, cities with districts and counties with rich tourism resources, should enact the Tourism Development Plan in accordance with the requirements of the National Economic and Social Development Plan.

In respect of overall use of tourism resources involving different administrative regions (the tourism source will be better utilized with a unified planning), unified tourism development planning shall be enacted by the higher people’s government or through the consultation by the relevant local people’s governments.

Article 18. Tourism development planning should include: the general requirements of the development of tourism and development goals, requirements and measures for the protection and utilization of tourism resources, tourism product development, tourism service quality enhancement, tourism cultural construction, tourism image promotion, tourism infrastructure and construction of public service facilities.

According to the Tourism Development Plan, the local people’s governments at or above the county level can enact the development of priority tourism resources special planning, to set specialized requirements to the tourism projects, facilities and services in specific areas.

Article 19. Tourism development planning should correspond and coordinate with land use planning, urban and rural planning, environmental protection planning, and other natural resources and cultural relics protection and utilization of human resources.

Article 20. All levels of the People’s Governments in preparation of the overall land use planning, urban and rural planning should take full account of the relevant tourism projects, the spatial layout of the facilities and construction requirements. Planning and construction of the transportation, communications, water supply, power supply, environmental protection and other infrastructure and public service facilities, the needs of the development of the tourism industry shall be balanced.

Article 21. In respect of tourism use of the cultural resources, natural resources and heritage resource, relevant laws and regulations must be strictly abided, it shall be in line with the requirements of resources protection, ecological protection and safety of cultural relics, traditional culture and customs of the local maintenance resources regional integrity, cultural representation and geographical particularity shall be protected, and needs of protection of military facilities shall be considered. The relevant responsible departments shall strengthen the supervision and inspection of resource conservation and situation of tourism resource utilization.

Article 22. Governments at all levels shall organize the evaluation of implementation of the respective tourism development planning and reveal to the public.

Article 23. State Council and local people’s governments at or above the county level shall formulate and organize the implementation of policies conducive to the sustainable and healthy development of the tourism industry, promote tourism and leisure system, to take measures to promote regional cooperation in tourism, to encourage cross-regional tours and product development to promote the integration of tourism and agriculture, commerce, culture, health, sports, science, education and other fields, to support the tourism development in ethnic minority areas, old revolutionary base areas, remote areas and poor areas.

Article 24. State Council and local people’s governments at or above the county level shall arrange funds according to the actual situation, to strengthen the tourism infrastructure, public services and promote the tourism image.

Article 25. The State develops and implements the strategy of promotion of tourism image. Tourism authorities of the State Council coordinate the national tourism image overseas promotional efforts, the establishment of tourism image promotion agencies and networks to carry out the international tourism cooperation and exchanges.

Local people’s governments at or above the county level local develop and implement the tourist image promotion jobs.

Article 26. Tourism authorities of the State Council and local people’s governments at or above the county level should establish tourism public information and consultation platform based on the needs, to provide free of charge information of tourists attractions, lines, traffic, weather, accommodation, security, necessary emergency medical treatments and consulting services. Cities with districts and county people’s governments shall, in accordance with needs, set up tourist information centers at centralized transportation hub, commercial centers and tourist gathering places, and set tourism signals in the main roads leading to the tourist sites and inside the tourist sites.

Cities with districts and county level governments with abundant tourism resources shall set up special tourist transportation rules or tourist transit station to better serve the tourists’ traveling in the city or adjacent areas.

Article 27. The state encourages and supports the development of tourism vocational education and training to improve the quality of tourism professionals.
