Ministry of Public Security allows citizens to take driving license test w/o taking course in driving schools

Recently, the petition office of the Ministry of Public Security answered the hot issues raised by netizens such as “whether it is legal for mainland residents to go to Macau for gambling”, “whether citizens can attend civil driving test directly without taking a course in any driving school” and so on. This is the 27th time the Ministry of Public Security address the issues through an online method. Below are the detailed answers.

1. Internet user: Honorable Minister, are citizens allowed to attend civil driving test directly without taking a course in any driving school since the Road Traffic Safety Law does not clearly require that the citizens to pass a driving school training course?

Response by the Ministry of Public Security Traffic Management Bureau: China’s laws and regulations do not state that driving school training is a must, but learning driving on the road should follow the relevant provisions of Article 20 of the Road Traffic Safety Law Ordinance that “: learning to drive on the road, shall, in accordance with the public security organs of the traffic management department designated routes and time and use the coach cars. Driving the coach car should be under the guidance of the coach.

2. Internet user: Dear Minister, is it illegal for mainland residents to go to Macau for gambling?

Response by the Ministry of Public Security Traffic Management Bureau: According to the provisions of the Basic Law of the Macao Special Administrative Region, Macao Special Administrative Region in China is vested with independent judicial power. Whether mainland citizens constitute criminal acts should be judged based on specific analysis. In case gambling clearance happens in mainland China, it will constitute a violation of the public order. Organizing a group of more than 10 people to go to Macau for gambling, and receiving kickbacks and/or introduction fee will bear the crime of gambling.
