MIIT: Stop the spam messages

Recently the Ministry of Industry and Information Technology of the PRC (MIIT) released the “Special action program: In-depth control over the spam text messages” (深入治理垃圾短信息专项行动工作方案) targeting to cut off the chain of interest of the span text message in China.

The new policy requires that “Without the user’s consent or request, or the user has expressly rejected, any party should not send any commercial text message to the user. Effective measures will be taken to stop the intrusion caused by the spam short message sending behaviors, in particular those being complained by te users. Furthermore, telecommunications enterprises should adhere to fair competition, law-abiding, to protect the legitimate rights and interests of users such as privacy and information right. Telecommunications enterprises should not sign commission contracts with schools, school subordinate departments or student organizations or hire teachers in the development of telecommunications business among the student group.
