“Midwest Industrial Catalogue for Foreign Investment in China (2013 Amendment)” -3/22: Liaoning Province

Foreign investment projects belonging to following industries in Liaoning Province enjoy preferential policies:

1. Chickens, pigs, cattle and sheep rearing and deep processing
2. Water-saving irrigation and water-saving technologies, conservation tillage technology development and application
3. Conversion of degraded farm land into forest and grass land, pasture, natural forest protection and other national key ecological projects and subsequent development
4. Magnesium, zirconium stone processing and comprehensive utilization (Chinese relative holding)
5. High-grade cotton, wool, linen, silk, chemical fiber textile, knitting and garment processing
6. Natural medicine, raw material medicine, Chinese medicine deep processing (except those restricted ones included in the “Catalogue for the Guidance of Foreign Investment Industries”)
7. High-performance radial tire production. Including tubeless truck tires, low profile and flat (less than 55 series), a large high-performance radial passenger tire rims (15 inches or more), radial aircraft tires and agricultural production
8. Metal packaging, automated warehouse and warehousing logistics equipment manufacturers
9. Auto parts manufacturing: more than a six-speed automatic transmission, commercial vehicles with high power density drive axle, with the dynamic headlamp system, LED headlamps, lightweight material application (high-strength steel, Aluminum-magnesium alloy, composite plastics, powder metallurgy, high-strength composite fibers, etc.), clutch, hydraulic shock absorbers, the control disk assembly, seat
10. Pilot training, aviation club (limited to joint ventures, cooperation)
11. Medical equipment and the development and production of key components
12. High-precision copper, aluminum and alloy sheet and strip processing
13. Large-scale energy storage technology R & D and production applications (storage batteries, pumped storage technology, air energy storage technology, wind power and the night after the heating and other)
14. Broadband services and value-added telecom services (Within the WTO framework)
15. City gas, heat supply and water drainage network construction and operation (in cities with population of 500,000 or more, Chinese Holdings)
16. Medical and pension services
17. Tourist areas protection, development and operation of relevant facilities
18. Deep processing, industry continuation and other projects in resources-exhausted cities approved by the state department in charge of investment

The “Midwest Industrial Catalogue for Foreign Investment in China (2013 Amendment)” has been approved by the State Council with effective date of June 10, 2013 superseding the “Midwest Industrial Catalogue for Foreign Investment in China (2008 Revision) released on December 23, 2008. According to “The Provisions on Guiding Foreign Investment” (State Council Decree No. 346 of 2002), foreign investment projects belonging to this catalog will enjoy preferential policies to encourage foreign investment projects in China. Foreign investment projects currently under proceeding status under this category can be carried out in accordance with the relevant policy under this catalog.
