On the 12th May, the Philippine Coast Guard spokesman Bali Luo made a clarification, claiming that “if necessary, the Philippine Coast Guard would like to make an apology to the Taiwan authorities for shooting the Taiwanese fishermen event, but stressed that this depends on the survey results.
“However, I’m not saying that we do not apologize, if necessary, why not (apologize)?” Bali Luo said, this will depend on the findings, “we must first look at what happens in the end according to the investigation .

Philippine Coast Guard had accused the Taiwanese fishing vessel trying to hit the official boat of the Philippine side, the Philippine Coast Guard personnel fired warning shots and shooting the machines on board. On May 11, in a temporary additional press conference with several Chinese media reporters, this argument of Philippine side was repeatedly questioned, a Taiwanese media  suspect that if the Taiwanese fishing vessel really wanted hit the official boat of the Philippine with a machine gun it would be equal to suicide and in this regard, the Philippine Coast Guard spokesman Bali Luo responded with “YES”, but stressed that the Philippine Coast Guard also had many questions for this incident which need to be investigated.
