Beijing to establish the fifth top state organ: State Security Committee

The Third Plenary Session of the 18th Central Committee of the Communist decided to set up a new “State Security Committee”, which is expected to play a very important role in China’s internal and external security affairs. Its main functions include:-

a. It will serve to develop the national security blueprint and enact the national security strategy;

b. It will serve as an effective integration of national resources to protect the national security and foreign policy.

c. It is expected to help with the comprehensive upgrade of the Chinese think tanks.

d. It will play a key role in the national emergency response by enhancing the emergency response capacity and speed.

e. With intense focus on counterterrorism, network security and regional security, the State Security Committee” will enact the relevant policies and strategies.

The newly established of “State Security Committee” may probably integrate the domestic national security and external national security by coordinating the police, armed police, judiciary, Ministry of National Security, PLA General Staff Headquarters, the General Political Department of the Liaison Department of Foreign Affairs, Foreign Office and other departments. In another word the “State Security Committee” will be a super powerful institution supervising army, police, diplomatic and intelligence departments. It is reported that in the permanent establishment, the “State Security Committee” will be the fifth main state organ following the CPC Central Committee, State Council, the National People’s Congress, CPPCC.

The new five top state organs in China will be as follows:

1. CPC (Communist Party of China) Central Committee

2. The State Council

3. The NPC

4. The CPPCC National Committee

5. State Security Committee
